The Regional HR Business Partner will be responsible for working closely with the business and Associate HR Director to provide strategic and operational Human Resources leadership for the region, which includes identifying, planning, and implementing initiatives that support the business and operational needs.

The incumbent will be responsible for creating a continuing positive climate for improvement and change by supporting the business in organizational development, employee relations, resourcing, training & development, and employee communications.

In addition, the incumbent shall be required to participate actively in specific HR initiatives as required both within and outside his/her markets.

Responsibilities

  • Support implementation of the business and growth strategies for the region.
  • Develop and implement Human Resources plans at the above local market.
  • Build strong working relationships within defined markets to be able to identify and understand both line manager and employee needs.
  • Manage, develop, and enhance the day-to-day Human Resources operations and related resources within the areas of responsibility.
  • Advise and support line management with organizational planning and changes, support change management processes, and advise regarding employee relations needs.
  • Advise line management regarding headcount and related budget requirements.
  • Lead the workforce planning, staffing, and recruitment processes and recommend initiatives for the improvement and further development of these key processes following current multinational best practices and local Labour Law requirements.
  • Identify, track, document, resolve, or escalate issues as necessary.
  • Develop, implement, and maintain Human Resources policies and procedures, where applicable aligned to local market practice and regional policy principles.
  • Manage all onboarding and termination processes, personnel files, and related administration and employee cases according to multi-national best practices and relevant Labour Laws.
  • Manage the payroll of the region.
  • In consultation with local managers, manage Compensation and benefits projects, such as market-based pay, bonus, retention and incentive programs, benefits reviews, salary surveys, etc. for respective markets.  
  • Implement and support training and development programs and processes such as Assessment and Development areas, Performance Management Processes, Leadership Capabilities, and others.
  • Lead, develop, and coach team members as required.
  • Provide consistent and timely communication about Human Resources processes and broader business issues to employees and managers.
  • Ensure high-quality data integrity in the Human Resources database for the relevant employee population.
  • Partner with third-party Human Resources and facilities suppliers as required (i.e. search firms, recruitment agencies, temporary staffing agencies, employment lawyers).

Qualifications

  • Fluent in English, Arabic a plus.
  • Exposure to the pharmaceutical or healthcare sector is a benefit, but not critical.
  • Experience within a global multinational with matrix organization is a benefit and with a global Human Resources ERP System (Workday or similar).
  • 5+ years of Human Resources experience with a broad understanding of Human Resources management processes including staffing/recruitment, compensation and benefits, payroll, training and development, change management, data management, and analysis in an international environment.
  • Degree in Human Resources / Business or related discipline or equivalent education and experience.
  • Good general knowledge of the country’s labor laws and regulations.
  • Operates by the company’s high compliance and ‘Code of Conduct’ standards.
  • Hands-on and practical,  whilst being able to act as a business partner to management.
  • Ability to multi-task within a fast-paced, matrix environment with proven ability to implement changes within the organization.
  • Takes personal accountability for achieving results and owns projects/work generally.
  • Team player with a good level of cultural awareness and sensitivity.
  • Strong interpersonal and communication skills, who can build trusting relationships at all levels.
